Biography: I grew up here in Bethany Beach beginning at age 7. My wife, son and I moved back here in 1981. I know that I am lucky to have been here. Not long after I became Mayor in 1984, it became obvious that our Charter was badly out of date. I asked a committee of respected attorneys to work with Town Council to recommend what should be in a new charter. They re-wrote it, and it was adopted by the General Assembly in 1986. Town Council appointed me to the Board of Adjustment. I now have been the Chairman for over twenty years. In 1988 severe erosion forced us to close a section of beach briefly. That event - with the work of several people in State and local government - led to the first renourishment of our beach since the Storm of ‘62. And that renourishment was the seed that grew into Beach Reconstruction which starts this fall, the culmination of 15 years of work. We built a new water plant. We replaced the storm-damaged boardwalk - twice. Several stake-holders helped design the parking permit system we have - not perfect, but equitable. The service I have cited resulted from the foundation I received at Delaware (BA), Wharton (MBA), and Temple (Ed. D.). My military (Lt. Col, US Army, ret.) and my public education experience, and indeed my years in Town government have all built on that foundation. I want to focus those strengths on the Town’s needs. |
