Town Council Regular Monthly Meeting

   
I.  OPENING OF REGULAR MEETING

On October 14th, the Women's Civic Club of Bethany Beach presented a gift of $ 1,000.00 to the Town for the upkeep of the "Martha Jean Addy Memorial Garden" in the 200 block of Garfield Parkway.  Melinda Linde and I accepted the gift on behalf of our Town.  
   
  The Osher Lifelong Learning Institute at the University of Delaware is presenting the South Coastal Lecture Series, which is open to anyone 50 years of age or older, on Wednesday mornings in January, 2012 at the Bethany Beach National Guard Training Site.  Subjects include:  History, Trends, Politics, Poetry and Film and Humanities Hodgepodge.  Click here to review the schedule and brochure.
   
  Council held a "Coffee with Council" this past Monday and approximately 70 interested persons asked questions of and provided suggestions to our Town Council members.  This was followed by a workshop/special meeting during which we discussed the following subjects: 

Comments received from the Office of State Planning Coordination regarding the proposed updated Town of Bethany Beach Comprehensive Development Plan (Plan).  The Plan is a state mandated ten year plan, which addresses current and proposed development plans and policies of the Town. 

Discussion regarding the display of banners for special events.

It is our habit to not place items on workshop/special meetings, which require a vote and no votes were taken during the meeting. 

   
  The Town recently mailed an information letter to everyone.  One of the items discussed in the letter was the proposed Assawoman Canal Trail that is being discussed by the Delaware Environmental and Natural Resources agency with several towns and homeowner groups.  If you have not yet returned the letter with your comments, please do so at this time.  We are very interested in hearing your thoughts about the trail.
   
  Our Holiday Happenings family event will be held on Saturday, December 3rd from 3:30 p.m. to 5:30 p.m. with a musical presentation featuring The Lord Baltimore Elementary School’s Holiday Ensemble, a visit with Sunshine, the Clown and her awesome face-painting, rides on the town trolley, horse-drawn carriage ride or tractor-drawn hay ride, and the arrival of Santa around 4 o'clock. Bring your camera to capture that special visit with Santa.  Come and view the train display by the Delaware Seaside Railroad Club.  Cookies and Hot Chocolate will be served.  

Our adult get-together will be on Sunday, December 4th from 4:30 p.m. to 6:30 p.m. during which you can m
eet and greet neighbors, listen to the Joe Wilford Trio play holiday music for everyone’s enjoyment and discover a special guest who will make an appearance you won’t want to miss!  Holiday punch and light refreshment will be served.

(First Reading)  An ordinance to amend Chapter 530 (Signs) Article V (Sign Permits:  Application and Processing Procedures) Section 20 (b) (Temporary Permits for Special Event Signs) of the Town Code of Bethany Beach (Killmer)
  Synopsis
This ordinance allows the Town Manager to issue a Temporary Permit for Special Event Signs.
  As this was a first reading, no vote was taken at this time.
   
 B.
 
(First Reading)  An Ordinance to Amend Chapter 530 (Signs) Article VIII (Nonconforming Signs, Section 28 (Existing Nonconforming Signs - Abatement) of the Town Code of Bethany Beach (Killmer)
  Synopsis
This ordinance clarifies regulations for signage as it pertains to non-conforming legal signs.
  As this was a first reading, no vote was taken at this time.  
     
 C.
 
Discussion, consideration and possible vote on an Ordinance to Amend Chapter 425 (Zoning), Section 2, to Add Definitions for Balcony-Exterior, Deck-Roof and Eaves (Killmer)  Passed
  Note:  A public hearing regarding this ordinance was held on Friday, October 21, 2011
  Synopsis
This ordinance amends the Town Zoning Ordinance to establish and define a "Balcony-Exterior", "Deck-Roof" and "Eaves".
  Following a brief discussion a vote was taken and the ordinance was passed.
   
 D. Discussion, consideration and possible vote on the Town Council Procedure and Protocol Manual  (McClenny)  Passed
  The manual provides a reference guide describing the manner in which Council will work together - our rules of operation, if you will.  Several years ago our Town Council adopted this document to assist us in our work.  Our practice has been to review the document each year following the annual election.  During this review, we may make changes to the document, if agreed to by a majority of Council.
