Town Council Special Meeting

     
Pursuant to section 6.1 of the Town Charter, the Town Council of Bethany Beach held a special/organizational meeting in the Town meeting room, 214 Garfield Parkway, Bethany Beach, Delaware, at 4:00 p.m. on Tuesday, September 20, 2011.
     
I. Newly elected Council Members took Oath of Office
  The oath of office was given to Jerry Dorfman, Joe Healy and Carol Olmstead by Town Alderman, Charles McMullen.
     
  Call to Order and Roll Call  
  All Council members and our Town Manager were present
     
II. Pledge of Allegiance  
   
  Announcements
   
  Appreciation was expressed to former Town Council members

During this meeting, we will elect our officers for the next year:  Mayor, Vice Mayor & Secretary-Treasurer

There was not an opportunity for public comment during the officer selection process.

     
III. Approval of Agenda and Ground Rules  
 

I.           Subsequent to the reading of the following suggested ground rules for the election process, the Mayor requested a vote to approve the proposed election process and for a decision on which of three options to use should Council not have a clear majority vote for any of the elected positions.

a.    Any Council member may nominate any eligible council member for an officer role. 

b.  Individuals, who do not wish to serve in one of these capacities were asked to state their position when we began to receive nominations.

c.  Non-resident Town Council members are ineligible for an office.

d.  It has been the practice of previous Council's to not have discussion of the qualifications of any Council member for any office.

e.     A second is not required. 

   
  A motion to approve the suggested ground rules for today’s election process was requested.

Summary and any discussion or clarification of the responsibilities of the Secretary/Treasurer, Vice-Mayor and Mayor
  The responsibilities of our officers are enumerated in our Town Charter  
     
V.
 
Nominations and selection by the Council of the persons to fill responsibilities of the Secretary/Treasurer, Vice-Mayor and Mayor
  Tony McClenny was elected Mayor for the coming year.
  Jack Gordon was elected Vice-Mayor for the coming year.
  Jerry Dorfman was elected Secretary/Treasurer for the coming year.
     
VI. Set dates and times for Town Council meetings for the coming year.  
  Based on the improved attendance by the public during this past year, Council determined to continue to hold our monthly Town Council meetings on the third Friday at 2 p.m.

Discussion, consideration and possible vote on contract submitted by Kercher Engineering, Inc. for Inspection services for the 2011 paving rehabilitation project for the amount of $ 30,000.
  Passed
     
VIII.
 
Discussion, consideration and possible vote on contract submitted by Delmarva Paving Company, Inc. for the 2011 Street Rehabilitation Project for the amount of $ 204,704.  
  Passed  
     
IX. Council voted to adjourn the meeting
