Town Council Regular Monthly Meeting

     
I.  OPENING OF REGULAR MEETING

I. Announcements/Recognition of Visitors and Public Comment  
  On November 11th, Melinda Linde, Town Employee responsible for all landscaping, and the Mayor attended the monthly meeting of The Bethany Beach Women's Civic Club and accepted a donation of $ 1,000 to the Town to provide funding for the Martha Jean Addy garden.  
   
  On November 1st, Tony Pratt, DNREC, forwarded a copy of an e-mail from the United States Corps of Engineers advising that the Delaware Coast Beach Fill Bid (for periodic beach nourishment of the existing beach and dune system) had been released to the low bidder.  The damaged handicap crossover at Ocean View Parkway will be repaired as part of this project.  A copy of the 817 Schedule for the Flood Control & Coastal Emergency Repair is available for review. 
   
  Vice Mayor Gordon & Mayor McClenny attended a public meeting held by the Delaware Solid Waste Authority on October 20th regarding the handling of yard waste disposal, which begins January 1, 2011.  Our Town Council has this subject as an agenda item on November 22nd at which time they will discuss the new requirements and prepare information for distribution to Town property owners and residents.
   
  On October 22nd all Council members attended a meeting sponsored by the University of Delaware Institute for Public Affairs during which we received information.
   
  On October 25th the Town and Bethany-Fenwick Chamber of Commerce held another meeting with Bethany Beach business owners.  Council members Jerry Dorfman, Lew Killmer and Carol Olmstead represented our Town Council in the meeting.
   
 

New Rate Design Proposed to Encourage Energy Efficiency - this information taken from the Fall 2010
Delmarva Power Newsletter for Government, Business and Community Leaders.

Delmarva Power is working on a new rate design for determining what its Delaware electric customers are charged for the delivery of electricity to their homes and/or businesses.

Remember, the delivery portion of the monthly electric bill covers the cost of the poles, wires, meters, customer service, etc., and is about 25 percent of the total bill. The other 75 percent of the bill is the supply portion and covers the wholesale cost of the elec­tricity.

The new rate design, which is com­monly referred to as "decoupling," breaks the link between the amount of electricity customers use and the amount of revenue the company receives.

How will a customer's bill change under decoupling?

Two components:

1. .  A fixed customer charge - It's flat and is the same for all customers in the same rate class.

2.       A fixed demand charge (called a DDC factor) - It's flat and is based on how and when a customer uses energy during peak periods when demand is at its highest point. The demand charge will be fixed month to month, but will vary from customer to customer.

The new rate design stabilizes both delivery charges for the customer and revenue for the utility. It is a dramatic shift from the thinking of the past when utilities depended on ever-increasing energy use to run the business.

IV.    NEW BUSINESS    
A.
 
(First Reading)  An Ordinance to Amend Chapter 525 (“Wireless Communications Facilities”) of the Town Code of Bethany Beach  (Killmer)
 

Synopsis

This ordinance amends Chapter 525 the Town Code (“Wireless Communications Facilities” to update certain terminology consistent with intervening federal legislation and to delete Article II (“Amateur Radio Antennas”) which regulated the use and location of amateur radio antennas. This amendment requires federally licensed amateur radio operators to make application to the Town Building Inspector for an exemption from the chapter’s regulations which application must demonstrate why strict conformance with those standards would unreasonably interfere with the operator’s ability to receive or transmit signals or impose unreasonable costs on the operator.

  As this was a first reading, some discussion took place, but no vote.  This item will be on a future Council agenda at which time a vote will probably take place.

Discussion, Consideration and Possible Vote on Appointments to the Board of Adjustment and Zoning Commission  (McClenny)
  Dr. Robert Parsons, Chairperson of our Board of Adjustment,  addressed Council regarding his request that Mr. Vahan Moushegian, Jr. be confirmed upon appointment by the Mayor.  After discussion, the appointment was made and confirmed by Council. 
   
C. Discussion, Consideration and Possible Vote on Increasing Annual Trash Collection Fees  (Dorfman)
  After discussion, Council voted to increase the Town's sanitation fees by 25% in order to cover operational costs for the first full year of fund the new State of Delaware recycling requirements.  Additional information on the requirements will be made available in the very near future.
   
D. Discussion, Consideration and Possible Vote on Town Council Procedure and Protocol Manual  (McClenny)
  Several years ago Town Council members Lew Killmer and Tony McClenny created a procedure and protocol manual, which has been adopted by each subsequent Council as the processes under which we have agreed to work together.  Each October, the newly seated Council reviews the document and modifies it as deemed appropriate for use during the upcoming year.  Four modifications were discussed during the October workshop and during today's monthly Council meeting they were approved for inclusion and use during the coming year.

Discussion, Consideration and Possible Vote on Proclamation Declaring the Last Friday of April (Annually) as Arbor Day for the Town of Bethany Beach  (Dorfman)
  Council voted to issue an Arbor Day proclamation establishing the last Friday of April as Arbor Day for the Town of Bethany Beach.
   
F. Discussion, Consideration and Possible Vote on Canceling the December Town Council Meeting  (Olmstead)
  Council voted to have a Town Council meeting during December. 
   
  The meeting was adjourned upon the completion of the agenda.
