Town Council Regular Monthly Meeting

       
I.  OPENING OF REGULAR MEETING

  Congratulations to Lisa Kail, our Town Clerk, as she has fulfilled all the requirements of the Master Municipal Clerk Academy of the International Institute of Municipal Clerks and has earned her Master Municipal Clerk designation.  Lisa was presented with a bouquet of flowers, thank you card and a gift certificate.
         
  A check in the amount of $20,000 was presented to representatives of the Bethany Beach Volunteer Fire Company.  As a Town we are very appreciative for the efforts made by our volunteers both in extensive training as they prepare to serve and then their service whenever needed. 
         
  After months of asking and not receiving  an answer, DNREC has given us the green light to go ahead constructing steps off the boardwalk yesterday at locations where there is no hope of moving enough sand to construct any ramps.  These locations are 2nd St., Hollywood and Parkwood Streets. The steps are now under construction.  DNREC was on site Thursday and will be back again Monday to continue to push sand to the ramps to make them more accessible.
 
 
 
  Since the dune was constructed, we have had ongoing problems with the crossovers being difficult for people to use and impossible for us to repair and maintain.  We believe we will have these problems as long as the mitigation project and the dune stand. We may have the solution to the problem and I ask all of you to check out the “Mobi-Mat” that we have installed as a test at the beach access at Campbell St. The Mobi-Mat is 5’x50’ and retails for just under $4,000 in this size. The Mat can be rolled and stored off season, should be extremely hard to steal (but not impossible) and best of all makes the crossover very easy to use. Storm repair for beach access would only involve moving sand not the custom cloth/clay underlayment that was impossible to maintain. We will see how these work over the next week or so and may come back with a budget supplement for the purchase of multiple mats. Please take the time to try the ramp and tell us what you think.
 

 

  Town Council will have a workshop in Town Hall on Monday, May 24, 2010 at 10 a.m.   
         
  Many have been involved in an ongoing discussion about the AT&T cell tower proposed for construction on Arby's parking lot just south of town.  Several members of our Town Council attended Sussex County Board of Adjustment meetings in Georgetown each time this subject was on their agenda.  It was suggested that the Town should offer space on our water storage tank to AT&T for their cell.  Our Town Manager had a telephone conversation with a representative of Velocitel, AT&T’s site development contractor.  AT&T has no interest in placing a cell phone facility on/near the water tower in Bethany Beach, thus no interest in further conversation with the Town on this subject. 
         
  Our Planning Commission is currently working on our five year review of our Comprehensive Plan.  Committees and Council members are requested to pass any comments or recommendations to the Planning Commission for their consideration.  Once the Planning Commission prepares their recommended Comprehensive Plan, it will be submitted to Town Council for discussion and approval. 
         
  On May 18th and 19th The Delaware State Economic Development Office sponsored a "Main Street Basic Training" seminar, which was attended by several individuals from Bethany Beach, including Councilpersons, Joe Healy and Lew Killmer, Planning Commission member, Fulton Loppatto and Communications Committee Chair, Rosemary Hardiman.  Joe Healy provided an overview of the seminar. 
         
  Our seasonal Parking meters are in place.  It is not necessary for our citizens to pay the meter in order to attend a Town Council meeting.  If per chance you receive a ticket, while parked in the 200 block of Garfield Parkway during your attendance at a Town Council meeting, please present it to our Town Office and the ticket will be voided. 
         
  On Thursday May 20th the Center for the Inland Bays presented a stormwater plan developed for an area between Bethany Beach and South Bethany.  Mrs. Young attended and provided a report to Council.
         
  Public comment was requested on any subject that was not on the agenda.  Comments regarding agenda items are requested during the discussion of old and/or new business.

(Second Reading) An Ordinance to Add a New Chapter 484 “Solar Energy Systems” to the Town Code of Bethany Beach (Killmer)  Passed

Synopsis

This ordinance amends the Town Code to include a new Chapter 484 regulating the use of Solar Energy Systems within the Town. The ordinance addresses the purpose for this legislation, defines key terms related to Solar Energy Systems, imposes regulations for the use and installation of Solar Energy Systems, and implements a permitting and enforcement provision unique to Solar Energy Systems.
