Water Rates
Fiscal 2004 versus Fiscal Year 2005
The increases, which went into effect on the October 2004 billing, were
necessary to cover the annual operating costs of the Town of Bethany Beach Water
Department. Prior to this rate increase being enacted, the Water
Department was operating at a deficit when considering all expenses.
The Water Department is treated as a separate "Enterprise Fund" in accordance
with governmental regulations (GASB, Governmental Accounting Standards Board),
and therefore must be self-sustaining from a revenue standpoint.
The Town of Bethany Beach Water Department is a non-profit organization.
It is the goal of Town Management to keep operating expenses at a minimum, but
at a level necessary to provide good service to all users of the water system.
